Prime Minister Tarique Rahman has directed that training programmes conducted by different ministries be brought under an integrated framework and that training and certification be provided under a common syllabus to develop skilled human resources based on the demands of the national and international labour markets.

The Prime Minister gave the directive while chairing the third meeting of the Governing Body of the National Skills Development Authority (NSDA) at the Prime Minister’s Office in Tejgaon today, Saturday, 19 September 2026.

At the meeting, the Prime Minister said the NSDA is playing an important role in developing skilled human resources based on the demands of the national and international labour markets. It is also an important platform for increasing demand for Bangladesh’s skilled workforce in the international labour market.

He said developing the skills of the country’s youth is extremely important. Although many training programmes are being conducted under different ministries for this purpose, such training and certificates are often failing to play an effective role due to a lack of proper coordination. As a result, the country’s young generation is not receiving the desired recognition at the national and international levels for these certificates.

The Prime Minister said the NSDA Governing Body must formulate the necessary policies within a short time through a small committee and bring the skills development and training programmes of different ministries under an integrated framework.

He stressed the need for providing training and certification through a common syllabus. 

The Prime Minister said introducing a common and internationally recognised training and certification system would not only enhance the skills of the country’s youth but also increase their acceptability and recognition in the national and international labour markets.

The meeting was briefed on the administrative structure, manpower and functions of the NSDA. Discussions were also held on the national skills development policy and strategy documents, developing skilled human resources in line with the demands of the national and international labour markets, analysing sector-based skills requirements, and short-, medium- and long-term action plans.

The meeting also discussed improving the quality of training, certification and mutual recognition of certificates.

Finance Minister Amir Khosru Mahmud Chowdhury, Adviser to the Ministry of Public Administration Md Ismail Zabiullah, Industries Minister Khandaker Abdul Muktadir, Education Minister Dr ANM Ehsanul Haque Milan, Expatriates’ Welfare and Overseas Employment Minister and Labour and Employment Minister Ariful Haque Chowdhury, Prime Minister’s Adviser and Spokesperson at the Prime Minister’s Office Mahdi Amin, State Minister for Public Administration Md Abdul Bari, State Minister for Youth and Sports Md Aminul Haque, Principal Secretary to the Prime Minister ABM Abdus Sattar, Executive Chairman of the Bangladesh Investment Development Authority Chowdhury Ashik Mahmud Bin Harun, Principal Coordinator for SDG Affairs Professor Dr SM Abdul Awal, Executive Chairman of the NSDA, secretaries of various ministries and other senior officials were present at the meeting.
